Unlike most worlds of fantasy, dragons do not just simply EXIST, they've evolved from lesser beings, gaining sentience from eons of evolution. That sentience brough power, and that power brought the ability to use magics (i.e. breath weapons). Although some races still retain their animalistic intelligence, they've still gained the wings and sheer brutal size that dragons as a whole have.~
